摘 要:M型结构是国外大学常用的组织结构形式,能有效地分离战略决策和日常经营,使高级管理人员从日常经营中摆脱出来,专门从事长期战略制定并对分支机构进行更为有效的内部管理,国内大学试点学院改革的一项重要内容就是在大学与学院之间建立M型组织结构。进行试点学院改革,首先要按照规划、筹资、考核、激励、协调和指导等总部职能的要求来重组大学机关部处;其次应按照学科门类重组学院,赋予学院招生、培养、人事、财务和资产等方面的权力,使学院变为相对独立的责任中心;最后在学院内部建立行政服务学术,决策、执行和监督相互制衡,师生民主参与的新型内部管理体制。The M-model is a popular structure in the modern university. This structure can promote university performance by separating strategic decision-making from routine operations, enabling the university leadership to extricate themselves from daily management and to concentrate on long-term strategy making and supervision of the administrative branches. One of the main contents of reforms in pilot colleges in China is to establish the M-Model of organization. The implement such a reforms, the following measures are necessary. First, reorganizing the university administrative branches according to functions of strategic planning, fund-raising, assessment, activation, coordination and supervision. Second, reorganizing the colleges according the their disciplines and delegating to them the rights of student recruitment, education, employment, finance and asset management, thus making the college the independent center of responsibilities. Thirdly, establishing a college management system in which the administration support the academic, decision-making, execution and supervision balancing each other, and with participation of the faculty, staff and student.
