摘　　要：研究表明,加强农民的教育培训对改善农民生活和推动新农村建设具有重要意义。来自全国6000位农民的调查显示,由于农民教育培训具有外部性特点,追求利益最大化的私人不愿意有效提供,造成市场失灵;另一方面,市场失灵急需政府干预,但由于农村地广人稀,加之当前政府特有的政绩考核标准,导致政府现阶段无力甚至不愿为农民的培训提供足够的支持,造成了政府失灵。由此,农民教育培训要深入有效开展,不仅需要克服市场失灵,还需要强化政府的责任。An investigation is given to 6000 famers from all over the county .For their economic interests ,the private organiza-tions are unwilling to provide the training ,which led to the market failure .On the other hand ,with much land and less people in the countryside ,the government is hard to support the training ,which led to the government failure .
