摘　　要：伴随行政管理体制改革的浪潮,大量规划管理权由中央向地方下放,规划审批作为实现城市规划监督的核心环节,也开始由市级部门向区县行政单元下放。基于此,研究首先回顾了我国当前规划审批权下放的时代背景及国内学者的研究成果,总结出规划审批的监督效应具备三方面的理论解释,包括城乡规划监督的构成要素、人大和公众监督的效率缺失、规划审批自身具备实现监督的途径。其次,分析目前分权状态下规划审批的监督机制存在的问题,提出慎重下放规划审批权、加强权力下放后的监管工作、提高外部监督机制的有效性及分权于民和加强公共参与四方面改进建议。Administrative governance reform has ensued planning administration transfer from central to local government. Planning inspection and approval is being transferred from city to town administration. The paper reviews the background and relevant literature, concludes three explanations of planning approval supervision： the composition of urban rural planning supervision system, the absence of people＇s congress and public supervision, the realization of self-supervision. It further analyzes the problems of supervision, and raises four improvement measures： cautious transfer of power, supervision improvement, exterior supervision efficacy, and public participation.
