摘　　要：当前,人际信任和制度信任发生危机,成为一个非常严重的问题,既极大地损害了主体之间在社会关系领域表层方面的和谐,降低了整个社会的信任程度,也导致社会成员只追求自己利益,失去了对道德的遵从和对价值的认同,解决的途径是:加强党建,提高执政能力水平,加强商业监管,发挥市场作用,培植社会舆论力量,树立正确的价值取向,建立诚信回报制度。Social trust is a harms the body surface in social also leads to the members of the pliance and the recognition of its to solve the problems：to strength supervision, set up correct value social phenomenon, which has become a very serious problem. It not only relations of harmony, and reduces the trust degree of the whole society, but society for their own interests. The approach en the party construction, improve the leader＇ s ability, enforce the business orientation and Credit reporting system.
