摘　　要：家庭医生制度是国际上通行的一种基本卫生保健制度。文章结合上海市家庭医生制度实施过程,探讨公民的基本卫生权利和义务,发现存在一些问题:公民的权利难以全面保障、公民应该承担的义务没有相关界定和约束、公民隐私权和医者医疗知情权的冲突难以解决。建议相关部门出台地方政策法规对家庭医生制度实施过程中的公民权利义务予以界定,建议国家应尽快建立并落实卫生基本法。The family doctor system is a worldwide basic health services system. Based on study of the implementation of family doctor system in Shanghai, the citizen＇s basic right and obligation in health services were discussed. From which, some problems were found out, such as undefined and unrestricted obligation, conflict between the patients＇ privacy rights and doctors＇ right to be informed. It was suggested for the government to establish policies and laws to define the citizen＇s basic right and obligation in health services in family doctor system.
