基于网络环境下高校试剂耗材集中采购的探讨

摘　　要：某些高校试剂耗材的采购属于传统的分散手工操作,不仅采购周期长,而且采购成本高,基于网络环境的试剂耗材集中采购势在必行。试剂耗材集中采购可通过创新采购模式,改进采购的管理方式,突破采购在时间和空间上的局限性,采用集中招标和电子商务相结合的方法进行采购。试剂耗材集中采购网可以根据高校集中采购管理流程,设计针对试剂耗的管理信息系统,建立集中采购信息库,方便用户网上定购与供应商定时定点送货,节约采购资金和采购费用,提高采购效益,规避各种廉政风险,也为用户使用试剂耗材提供数据,满足试剂耗材采购、使用与处置的科学化、网络化、精细化管理需求。Currently, many universities are using traditional manual way to purchase reagents and consumptive materials, which cause long procurement cycle and high procurement costs. Therefore, it is necessary to centralize procurement of reagents and consumptive materials with the help of network. From innovating traditional procurement mode and improving procurement management, using the method of centralized bidding and e-cmnmerce procurement, we can shorten procurement cycle, reduce procurement costs, and achieve maximum benefit. The centralized procurement network of reagents and consumptive materials which according to centralized procurement management process of universities has established a management information system and centralized procurement system. The user orders online goods and setting the time and place of delivery that can reduce the cost of procurement and improve purchasing efficiency, avoid all sorts of integrity risk and also provide data for users to use reagent consumables, then the reagents and consumptive materials purchase, use and disposal can be scientific, networked and fine management.
