摘　　要：在我国农村,在经济人理性驱动下,农民选择让孩子乘坐"黑校车",实属无奈的私人理性选择。"理性无知"、现行评价体制和国家官僚控制,决定了单靠农民、学校或政府无法做到校车服务的有效供给。校车产品的特殊属性要求社会必须按照公共选择路径,变革校车决策规则,综合考虑民意表达,合理配置教育资源,推行校车绩效预算,以求做到农村校车服务的有效供给,维护公众利益,提升政府形象。The factors of rural school bus accident are closely related to social life, so as to gain social atten- tion and sympathy quickly in the following factors. Letting their children to ride ＂black school＂ according to the economic drive, farmers are helpless to choose private rational choice. ＂Rational ignorance＂, the current e- valuation system and bureaucratic control, determines farmers, the school or the government cannot supply the school bus service effectively. However, the special attributes of the school bus products requires the society change the decision rules of school bus, consider the public opinion expression comprehensively, allocate edu- cational resources rationally, promote the school bus performance budgeting, in order to achieve effective sup- ply of rural bus service, safeguard the public interest, enhance the image of the government.
