普洱市生态公益林建设现状及存在问题分析

摘　　要：介绍普洱市生态公益林面积、分布、管理机构、制度等情况,分析林农抵触情绪大,管护难度大,公益林区基础设施落后,群众参与管护积极性不高、欠缺激励机制等由公益林补偿标准低而产生的问题。提出提高森林生态效益补偿标准,建立森林生态效益补偿收费制度,建立公益林区非木质产业发展扶持资金,加大基础设施建设投入,建立相应激励机制等建议。Area of ecological public welfare forest,distribution,management institutions and systems in Puer City,Yunnan Province were introduced in this paper. Problems caused by the low standard forest compensation,such as farmers resentment,management and protection difficulty,poor infrastructure in the public forest area,low enthusiasm of the people involved,lack of incentives system and so on. were analyzed. Proposals were made to increase forest ecological benefit compensation standards,establish forest ecological benefit compensation system,set up forest district non-wood industrial development supporting funds,increase infrastructure investment,and establish appropriate incentives system etc.
