摘　　要：制定和完善海洋环境管理政策体系 ,是实现海洋资源环境可持续开发与利用的重要问题。作者通过构造一个包括海洋经济、环境、资源和技术等因素的理论模型 ,探讨了海洋环境管理中税收、交易、公平及效率等因素在管理政策中的影响 ,以便为海洋环境管理政策制定提供理论依据。Formulating and perfecting the management system of ocean environment has become an important problem in sustainable development and utilization. In this paper we discuss the taxation, the deal of sewage drainage right, fairness and efficiency in the management of ocean environment by making a theoretical model including ocean economics, environment, resource and technology etc so that we can provide a theoretical basis for formulating a policy of ocean environment management.
