摘 要:人力资本作为技术创新投入的核心要素,人力资本投入是否有效,其如何影响技术创新效率?人力资本配置是关键。文章采用全国30个省自2009-2012年间人力资本投入与技术创新产出数据,运用DEA方法进行实证分析,测算了各省每年的技术创新效率,发现多数地区无论是技术创新效率还是规模效率都处于无效的状态,而技术创新效率无效的主要原因是规模效率偏低,结合多数地区规模效益递增态势与投影分析结果可知:人力资本投入过少及其配置不合理是造成技术创新效率偏低的主要原因,并针对其存在的问题提出相关政策建议。这对加快各地区人力资本投入、技术创新效率和经济的可持续发展具有深远的战略意义。Human capital is the core element of technology innovation investment , where human capital allocation is the key to determine the effective of human capital investment, as well as the effect of human capital investment on technology innovation efficiency. This paper adopts the data from human capital investment and technology innovation during 2009 and 2012 in 30 provinces, conducts the empirical analysis by DEA method, and estimates annual technology innovation efficiency in every province. The paper shows that both technology innovation efficiency and scale efficiency are in the invalid form , while the main reason of the invalidity in technology innovation efficiency is low scale efficiency. Combining the increasing trend of scale efficiency in majority of regions with projection analysis , the results illustrates that few human capital investment and its unreasonable allocation mainly result in the low technology innovation efficiency. The study also makes relevant recommendations on the existing problem, which has profound strategic influence on accelerating the human capital investment, technology innovation efficiency and sustainable development in economy.
