摘　　要：《政府信息公开条例》的实施已经有6年,期间既有显著成效,也暴露出不少问题,如一些关键性制度设计过于原则、纠纷数量增长过快等。其中,社会各界对信息公开认识的巨大分歧是当前最为突出的问题。本文简要回顾总结了我国信息公开的发展历程,就信息公开认识的深化问题,首次在理论上提出了信息公开的3个阶段5种类别的观点,在此基础上,提出了有关我国信息公开未来发展的几点建议。This year is the 6th year of the implementation of GIDR. We achieved great successes and met numerous problems as well. People evaluate the implementation of GIDR in very different ways. This article reviewed the whole 6-year history of the implementation of GIDR, explained some ideas based on its own understanding of Government Information Disclosure, and gave out some prospects on the future of the implementation of GIDR.
