摘 要:在当前关于实施大部门制的各种讨论当中,对实施大部门制的本质、根本目的、实施路径等基本问题的认识主要存在五大误区。本文针对这些误区在分析批判的基础上提出:实施大部门制的本质是政府组织架构调整与运行机制再造的统一;推进服务型政府建设是实施大部门制的根本目的;转变政府职能与实施大部门制是双向制约、双向推动的关系;实施大部门制的推进方式必须是顶层设计与摸着石头过河相结合;中外实施大部门制有共性,但中国实施大部门制也有其独特个性。In the current discussion on the implementation of the Super-Ministry System, there are five misunderstandings of the nature. Based on the analysis and criticism of the misunderstandings, this paper presents that the nature of super -ministry system is the recombination of government structures and the reengineering of government operation mechanisms; promoting the construction of service government is the basic purpose of the implementation of the superministry system; interaction and mutual promotion are the basic relationship between the transformation of government functions and the implementation of super-ministry system; the propulsion mode must be the combination of the top design and the basic exploration ; China implementation of super-ministry system has its unique individuality.
