基于CMS模型的安徽国际工程承包变动实证分析

摘　　要：安徽国际工程承包近年来在波动中迅速发展,取得了突出的成绩。采用CMS(恒定市场份额,Constant Market Share)模型对于促成这些发展的因素(市场需求效应、市场竞争力效应、结构交叉效应))进行了实证分析,结果显示市场竞争力效应是拉动安徽国际工程承包业不断发展的主要因素;产品结构效应出现过波动,有一定的不利作用;市场需求效应有着重要的影响。建议以国际工程承包为主业和龙头,建立对外劳务合作、境外房地产开发、境外矿产资源勘探与开发、建筑施工设计咨询、设备物料对外出口等业务实现多元支撑相互促进的发展大格局,促进市场竞争力的进一步提高;重视国内建筑市场竞争与国际工程承包的协调发展;政府机构和行业协会等组织要完善政策和管理体系。Anhui international project contracting has developed rapidly in fluctuation in recent years,has made outstanding achievements.The CMS(Constant Market Share)model for the factors contributes to the development(market demand effect,market competition effect,structure cross effect)for the empirical analysis,the results show that the market competitiveness effect is the main factor driving the development of Anhui international engineering contracting industry;for the fluctuation of product structure effect,there is adverse effect;it has an important influence on market demand effect.It is suggested that the international engineering contracting industry as a leader,shall establish foreign labor cooperation,overseas real estate development,overseas mineral resources exploration and development,construction design and consulting,equipment material export business development pattern of multiple support and promote each other and improve the market competitiveness;it shall pay attention to the coordinated development of the domestic con-struction market competition and international project contracting;government agencies and industry associations shall complete the policy and management system.
