摘  要:在食品安全监管的诸多问题中,监管主体及其模式的设置占有重要地位。通过对中国食品安全管理中存在问题的简单回顾,总结了国内食品安全管理的监管模式和立法现状,发现食品安全管理在体系设置、监管及责任追究模式、执法人员素质等方面存在问题,并在此基础上,从分析中国食品安全监管现状出发,以公共执法和私人执法二元结合的角度,提出了完善公共执法体系、加强私人执法模式的探讨、建设公共执法与私人执法的信息沟通机制、公共执法和私人执法合理分工等加强食品安全管理的具体对策。Supervision subject and mode occupies are playing an important role in the problems of food safety supervision. Based on problems review in management about food safety in China, summarized the present situation of the management regulation and legislation about the food safety in our country. Found some problems like the system of food safety management, supervision, accountability mode, the personnel quality of law enforcement and so on. Based on these problems, the author started to analyze the status about the supervision of food safety in China, for combining the law enforcement in public and private, put forward the specific countermeasures such as perfecting the system in public enforcement system, strengthening the discussion about private enforcement pattern, building the information communicate mechanism in public and private enforcement, devising the rational of labor on public and private enforcement, and the other ways to improve the management of food safety.
