摘　　要：为促进医疗风险管理学科发展,系统地防范医疗风险,提出以管理目标为导向的代表管理活动不同阶段的三种医疗风险防范管理类型,即以避免发生医疗不良事件为目标的第一类防范、以避免发生医患纠纷为目标的第二类防范、以避免发生医闹行为为目标的第三类防范.在辨析三类防范管理在管理目标、管理阶段、价值取向和工作方式上的区分后,将目前的主流医疗风险管理理论和操作模型归纳于不同的防范类型并强调各类型的管理重心,以此希望引发业界对于医疗风险防范顶层设计的思考.To promote the development of medical risk management as a discipline,and prevent medical risks systematically,three types of medical risk management were proposed,which are oriented to management objectives and represent various stages of the management activities.That is,type 1 for preventing malpractice events,type 2 for preventing medical disputes,and type 3 for preventing medical disturbance.When the three types of management are clarified in terms of management objectives,management stages,value orientations and working modes,the current mainstream theories on medical risk management and the operation models are summarized into a type of risk prevention,with highlights on individual management focus.This aims at encouraging top-level design and thoughts of the medical sector for medical risk prevention.
