县级公立医院综合改革对医院收支的影响研究

摘　　要：目的:分析和研究县级公立医院综合改革措施实施以来,试点医院和非试点医院运行收支变化情况。方法:经过文献复习、现场调研和数据分析过程,包括问卷调查、关键人物访谈和数学建模等方法,对县级公立医院综合改革措施的实施和影响进行了研究。结果:2013年改革措施实施以来,医院收入和支出的平均增长率都有不同程度的降低。在取消药品加成的影响下,医院收入减少明显。结论:取消药品加成对医院运行影响较大,要保证县级公立医院的正常运转,政府和医疗保险机构必须对县级公立医院实施及时合理补偿。Objective： To analyze ang study the change status of income and expense in pilot hospitals and non-pilot hospitals, since the implementation of county level comprehensive reform. Methods： Through the analysis process of literature review, field investigation and data, including the questionnaire and interview with key figures and mathematical modeling method, the implementation of county-level public hospital reform＇s comprehensive measures and effect were studied. Results： Since the implementation of reform measurement in 2013, the average growth rates of hospital income and expenditure had different degrees of reduce. Under the influence of the canceling drug addition, hospital income reduced obviously. Conclusion： Canceling medicine addition had greater influence on hospital operation, it needs to ensure normal operation of public hospitals at the county level, the government and medical insurance institution must implement timely and reasonable compensate public hospitals at the county level.
