摘 要:为认真总结和科学评价青南牧区防灾基地建设效益,采用对照和建立生产函数模型的方法,对该项工程的建设效益进行了静态和动态分析,结果表明:通过项目建设,年增鲜草2.15亿kg;年增畜产品单位0.15亿个;年增牧业产值、牧业收入、牧业税分别为1.38亿元、1.76亿元和0.12亿元。经动态分析。收益现值为4.98亿元;投资回收期为11.27年,投入产出比为1∶3.29;内部收益率为13.67%。项目建设不仅有较好的经济效益,同时也有良好的社会和生态效益,防灾基地建设具有广阔的推广前景。To summarize earnestly and evaluate scientifically the benefit from disaster prevention base construction project in southern region of Qinghai province. The static and dynamic analyes by the methods of comparison and establishing product function model were carried out. The results showed that the fresh yield was increased by 215 million kg. The livestock product unit was increased by 15 million every year, and the stock raising production value, the stock raising income and the stock raising tax were respectively increased by 138, 176, 12 million yuan every year. The dynamic analysis indicated that the present value of the benefit was 498 million yuan, the recycle period of the investment was 11.27 year, the rate of investment and production was 1:3.29, and the rate of interior income was 13.67 percent. It was proved that not only the economic benefit but also the social benefit and ecologic benefit of the construction were evident, therefore, the construction has good potential future for extension.
