学术相关性维度的海外理工科留学人才回流意愿研究  

Analysis on Wishes of Inverse Flow of Science and Engineering Rencai Studying Aboard in the Dimension of Academic Correlation

摘　　要：大批顶尖级的科技精英长期滞留海外,成为我国引进海外科技人才工作的突出难题。本文在学术相关性(academic correlation)理论建构的基础上,基于20个主要国家和地区的大型实证调查,重点研究理工科留学人才的研究方向的延续性、海外师承关系、与中国大陆的学术交流合作情况等与其回流意愿的内在关联,发现这一群体的科研选题的持续性(前相关)、师承关系(纵相关)、职业发展目标(后相关)、与中国大陆之间的学术交流与科研合作(横相关)均对其回流意愿有不同程度的影响。这就要求我国按照科技发展规律、学术成长规律及海外求学特点,以海外高端留学人才的科研选题为切入点,将引智工作的端口前移,消除海外科技人才引进中长期存在的信息不对称等问题,优化人才引进战略。That many of top-notch S＆T cream stay abroad has turned to be a thorny issue for China to absorb overseas Rencal. This thesis focuses on the correlation between the research topic of science and engineering Rencai studying aboard and China＇s development in economy or science, academic exchange and cooperation of scientific research between these overseas Rencai and China Mainland based on the large scale of questionnaire and theoretical construction of academic correlation. According to the result, fore-correlation, vertical-correlation, horizontal-correlation and back- correlation are all the important factors for the wishes of inverse flow of these overseas Rencai. And so we have to seize the main theme, i.e, the research topic and move forward the focus of work, remove the knotty and long-pending problem of information unsymmetry and optimize the strategy of Rencai absorbing.
