贵州省R&D经费投入中企业资金与政府资金最优结构研究

摘　　要：分析贵州省R&D经费的来源结构中企业资金和政府资金的情况,并与云南、广西、新疆、甘肃等西部省份进行了对比,然后运用Cobb-Douglas的效用函数模型测算出贵州省R&D经费投入中企业资金与政府资金最优比重,认为贵州省企业还不是真正意义上的科技投入和创新主体,当前企业资金占R&D经费投入主导地位的"早熟型"研发投入来源结构与政府研发投入偏少、增长缓慢有直接关系。The paper first analyzes the source structure of enterprises and government＇ s R＆D funds in Guizhou Province, then compared it with the four western provinces such as Yunnan, Guangxi, Xinjiang, Gansu. By using Cobb -Douglas~ function model, the paper measures the optimum proportion of Guizhou Province enterprises and government＇ s R＆D funds. The conclusion is that the enterprises do not have the principle position in science technology and innovation in Guizhou, but the enterprises funds occupy the principle position in ＂ precocious type＂ source structure of R＆D inputs directly related to the slow growth of the government＇ s R＆D input.
