加快推进江苏小微工业企业转型发展的对策研究

摘　　要：加快推进江苏小微工业企业转型发展,是"十二五"江苏经济实现发展方式转变的战略举措。2012年的总量数据和2006—2010年的增量数据表明,江苏小微工业企业已成为我省工业经济发展的重要力量,总体呈"喜忧参半"的状况。江苏小微工业企业转型发展面临诸多难点问题和诸多影响因素,借鉴主要发达国家、典型发展中国家和2011年来全国主要省市扶持小微工业企业的政策措施,通过顶层设计和逐级细化的方式,可以从宏观、中观、微观三个层面提出完善江苏小微工业企业转型发展的对策与建议。Accelerating the transformation of its small enterprises is the strategic measures listed in the ＂12th Five-year Plan＂ of Jiangsu Province. The 2012 figures and the 2006-2010 incremental statistics show that small enterprises have been playing an important role in Jiangsu＇s industrial economic development. However, on the whole, the achievement is accompanied by problems as well. To be more specific, these enterprises are faced with 6 problems like inadequate investment in technological innovation, low ratio of high-tech products and lack of brand name support as well as affected by 6 factors like transformation mechanism, policy support and guidance, transformation of govern- mental role, structural upgrading, and resource and environment restraint. It is suggested that such measures as policy and tax support, construction of funding system, building of service system, coordination with big enterprises, strengthening the support to new types of enterprises, and promoting enterprises＇ self technological innovation should be taken.
