基于国家主体功能区视角下的“大湘西旅游文化带”功能价值区分

摘　　要：依据国家主体功能区发展战略,通过"大湘西旅游文化带"的构建,探求了"大湘西旅游文化带"的民族文化旅游功能、区域经济发展功能、社会保存认知功能、教化启智审美功能以及规范融通凝聚功能等五大功能价值元素,进而提出了"大湘西旅游文化带"的三大功能价值区,即怀化市的核心功能价值区、吉首市的主体功能价值区以及张家界市的边际功能价值区。通过深入剖析三大功能价值区划分单元、划分条件及划分作用,提出了实现旅游文化功能价值的四维目标———环境保护目标、经济发展目标、文化保存目标和均衡发展目标。structlon According to the development strategy of national main functional region,through the construction of ＂Xiangxi cultural tourism zone＂, this paper explores the value of five functions of ＂Xiangxi cultural tourism zone＂. These functions are ethnic cultural tourism, regional economic development, social preservation of cognition, the enlightenment of aesthetics, and the standardized accommodating cohesion.And then,it suggests three functional value areas of ＂Xiangxi cultural tourism zone＂, which are the core functional value area of Huaihua City,the essential functional value area of Jishou City, and the boundary functional value area of Zhangjiajie City.With the analysis of these three functional value areas, it studies the unites, conditions and function of dividing, and achieves a four-dimension goal of cultural tourism functional value,ie, the goal of environmental protection, economic development, cultural preservation and the balanced development.
