整合机制的权变模型:一个大部制改革的组织分析——以广东省环境大部制改革为例

摘　　要：大部制改革作为我国行政管理体制改革的重要内容之一,随着实践的推进受到了越来越多的关注。但是,原有的对大部制的研究陷入了政治性和功能性的研究之中,对大部制的"职能整合"和"机构重组"的组织结构变革条件的研究非常欠缺。论文在组织结构理论的基础上提出"整合机制的权变模型",来解释大部制改革过程中"职能整合"和"机构重组"的条件,并以广东省的环保大部制改革对其进行论证。其中,组织结构变革与整合机制的选择有关,整合机制本身是多样性的,不同的整合机制是与组织的任务环境和原有组织单元之间的相互依赖的属性有关。组织结构变革成功的可能性是与任务环境、相互依赖的属性以及整合机制三个变量的相互契合为条件的。所以,进一步的大部制改革需要在根本上对任务环境进行战略重构,对组织职能进行横向和纵向的再建构,实现协调成本的最小化。Big Ministries Reform is one of the most important parts of the administrative system reforms in China. Now, more and more scholars and practitioners pay attention to it with the development of the practice.Yet,the extant research took the political and functional approach to the study of big ministries.Scholars rarely focused on the conditions of the organizational structure reforms relating to the functional coordination and ministry reorganizations in the big ministry reforms.This paper tries to propose a contingent model of coordination mechanism on the basis of organizational structure theory.Also,we will explain the model with the case study of Guandong Environmental Big Ministry Reforms.We find that different coordination mechanism choices will produce different organizational reforms,there exist diversity of coordination mechanisms,and the task environment of organization and the mutual dependence of the departments of original organizations will determine the choice of different coordination mechanisms.The success of organizational reforms depends on mutual adaptation of the task environment,the characteristics of mutual dependence,and coordination mechanism.So we need to restructure the task environment,reorganize the horizontal and hierarchical functions,and try to reduce the coordination cost.
