摘　　要：基于国内外关于知识创新能力和技术创新能力的评价研究，提出了构成企业创新能力的三要素，即企业创新投入力、企业创新转换力和企业创新产出力，并构造了包括三个一级指标和 １６个二级指标的企业创新能力评价指标体系．在此基础上，构建了企业创新能力（度）综合评价的数学模型．最后，通过对我国企业创新能力（度）以及各分指标的计算，分析和评价，指出了我国企业创新能力现状与国外发达国家的差距，并分析了我国企业创新能力低下的原因．On the basis of the study on the competence of knowledgment innovation and technology innovation, the paper pat forward the index system on innovation competence of enterprises, including input power index, transfer power index, and output power index. On the basis of these, mathematical evaluating model is pointed out. At the same time, the article analyzes the Chinese enterprises' competence of innovation. The reasons and weakness are put forward.
