摘　　要：本文构建台湾政治经济演化机制框架阐述台湾当局在21世纪面临的内外部冲击以及在此冲击下的角色转变的误区,以解释台湾"政府失灵"的原因。并在此基础上结合制度经济学的产权和意识形态理论,分析台湾"政府失灵"对经济的基础性危害。指出当前台湾扭转经济衰退局面的首要任务是摆脱当局角色转变的误区,构建开放而理性的市场秩序。By establishing a framework for Taiwan's political and economic evolution mechanism,the paper sets forth the internal and external shocks faced by Taiwan Authorities in the 21 st century and the erroneous zones in its role change under these impacts to state the reasons for the ' government failure' in Taiwan. Based on it and applying property rights theory and ideology theory of institutional economics,it makes an analysis of the hazards of the ' government failure' to Taiwan's economic foundation and points out that the primary task for reversing Taiwan's economic recession is to get rid of those mistakes in Taiwan Authorities' role change and build an open and rational market.
