摘　　要：当前,我国出现了有关"外语热"的激烈争议。本文从外语教育政策角度,首先对作为外语教育政策实践基础的"外语热"现象进行了解析,然后着眼外语教育政策价值基础进行了"外语热"价值判断,最后提出建构系统的外语教育政策以使我国外语教育走向常态。Recently,there arose a great dispute over ＂foreign language craze＂ in China.This paper approaches the topic from a perspective of foreign language education policy（FLEP）.Firstly,it makes an interpretation of the phenomenon of ＂foreign language craze＂,the practical basis of FLEP;after that,based on the value of FLEP,it leads to a value judgment of the phenomenon;finally,it proposes a construction of a foreign language education policy system to normalize foreign language education in China.
