巨灾情景下应急物资保障的风险分析

摘　　要：减少巨灾情景下应急物资保障过程中存在的风险,对于提高应急物资的保障能力、减小巨灾造成的损失以及维护社会稳定具有重要意义。从应急物资的储备、筹措、运输、配送以及分发全过程分析了巨灾情景下应急物资保障中存在的主要风险,并采用风险矩阵方法确定了巨灾情景下应急物资保障中各项风险的风险等级,最后提出了具有针对性的对策。It is great significance for improving emergency supplies ability, reducing catastrophe losses and maintaining social stability to reduce risks in the process of emergency supplies of catastrophe. The main risks in emergency supplies are analyzed based on the whole process of accumulation, allocation, dispatch and distribution of emergency supplies. The risk levels in emergency supplies are analyzed by the method of risk matrix and some corresponding countermeasures are presented according to the risk classification results.
