摘　　要：作为中国政府积极应对国际经济新格局的重要举措,上海自贸区将融入转变政府职能、完善金融制度、强化贸易服务、扩展外商投资等多项内涵,实施一系列创新监管服务模式。上海自贸区具有良好的运行基础,各组成单位在诸多领域具有明显优势,有利于将上海打造成物流中心和金融中心。上海自贸区的设立,同香港自由港在更大程度上是互补的,但可能会冲击新加坡的物流中心地位。上海自贸区贸易与投资的各项政策是破除以往繁冗行政体系、建立更加透明高效规则的制度保障,这些政策措施在全国范围内具有普遍意义,其普适性意味着可以在近期内向全国推广。不同地区要有各自的发展定位,其他城市不必冒进效仿上海自贸区的全部举措,上海自贸区的各项政策不宜在短期内全部"移植"到国内其他重要城市,更不宜在全国范围内"复制"。特别地,在推进上海自贸区金融开放的过程中,要结合国内和区内整体的发展水平与阶段,有步骤地逐步开放,从易到难、由浅入深,既保证自贸区各项业务活动的顺利运转,又要前瞻性地防御各类风险,切实贯彻"风险可控"的方针。Shanghai Pilot Free Trade Zone （SPFTZ） will implement a series of innovation supervision service mode, and will integrate the transformation of government functions, improving the financial system, strengthening trade services and expanding foreign investment intension. SPFTZ has a good operation foundation, and each unit of it has obvious advan- tages in many aspects. The establishment of SPFTZ is complementary to Hongkong free port, but may impact the position of logistics center in Singapore. Trade and investment policies of SPFTZ have been built by eliminating previous cumbersome administrative system and are more transparent and efficient. Different areas in China have their respective development position, and other cities should not adventure following SPFTZ. The FTA policy for Shanghai in the short term ought not to transplant to other important cities. In particular,in the process of promoting SPFTZ financial opening,it should be opened gradually, from easy to difficult, from the shallow to the deep, to ensure the smooth operation of the zone＇s business activities. It is necessary to implement the ＂risk controllable＂ policy earnestly.
