摘　　要：截至2011年底,全国离退休干部职工党员1518.2万,占党员总数的18.8%,所以做好离退休党员的教育和管理工作,是新时期在加强党的建设中遇到的新课题。本课题立足中国医学科学院肿瘤医院实践,对医疗机构党的基层组织,如何进一步加强离退休党员教育管理,更好地发挥离退休党员在老同志群体中的作用进行了深入调研和探讨,提出了建设性的意见和建议。There are 15182 thousand retired party members by 2011, which is 18.8% to total party members. So the education and management of retired party members is a new topic for party construction. Based on the practice in Cancer Hospital of Chinese Academy of Medical Science, key problems include how to strengthen grass root party organization, how to develop retired party member’s education and management to better play the roles of retired party members are discussed and suggestions are also made.
