摘　　要：公务员服务能力是公务员综合素质的反映,代表着政府的形象,体现着政府执政能力的高低。提高公务员的服务能力,对建设服务型政府、践行群众路线、构建和谐社会有着非常重要的意义。以河北省为例,基于问卷调查,采用定量分析与定性分析相结合的方法,对公务员服务能力进行了研究,构建了公务员服务能力模型。模型的建立为公务员的选拔、培训及绩效考核提供了依据。The service capacity of civil servants is a reflection of the overall quality of the civil service,represents the government＇s image,and embodies the level of the government＇s ability to govern.Improving the service capacity of civil servants has a very important significance to construct service-oriented government,practice the mass line and build a harmonious society.Based on the questionnaire survey,and with the method of quantitative analysis and qualitative analysis to study the service capacity of civil servants in Hebei Province,the model of service capacity of government agency civil servants in Hebei Province is constructed.The model provides the basis for the selection,training and performance appraisal of the civil service.
