摘 要:土地政策在区域经济发展中起着至关重要的作用,然而传统经济增长理论却忽略了土地政策在经济增长中的作用,因而对现实经济的非连续性和差异性无法进行解释。究其本质,这种理论困境缘于传统经济增长理论无法兼容土地政策的规模报酬递增和非均质空间属性。而基于空间经济理论,土地政策完全可以纳入经济增长理论当中,并且通过理论分析和模型推演可以进一步得出,区域经济增长内在机制的揭示很大程度上源于土地政策与其区域经济活动的相互适宜。The land policy plays an important role in regional economic development, however, the traditional economic growth theory ignores the role of land policy on economic growth, and thus cannot explained the discontinuity and difference of the real economy. In its essence the theoretical dilemma due to the traditional economic growth theory cannot be compatible with the increasing returns to scale and heterogeneous spatial attributes of land policy. And based on the theory of spatial economy, land policy can completely brought into the economic growth theory, and through theoretical analysis and model inference can be further concluded that the internal mechanism of regional economic growth reveals largely stems from the mutual suitable between land policy and regional economic activities.
