天津市河西区科技型中小企业孵化基地的建设与运作经验

摘　　要：天津市河西区把科技型中小企业孵化基地建设纳入了区域经济发展的战略布局之中，经过几年的探索实践，已经形成了双赢的局面和趋势。从基地建设、资金支持、人才保障、环境优化4方面阐述经验做法、发展理念、具体成效和借鉴意义。Tianjin Hexi has taken the incubation bases of Technological SME （small and middle enterprise） into the layout of regional economic development strategy, with the exploration practice, has formed a win-win situation and trend, this paper takes the development of the practice of SME incubation bases in Tianjin Hexi for recent years as the theme, talks about the practice experience, the development idea, the speciifc results and reference from four aspects of the base construction, capital support, talent security, the environment optimize.
