高校教育体制改革与去行政化

摘　　要：当前我国高校教育体制的主要缺陷表现在如下几个方面：政府干涉过多挤压了高校的办学空间、内部行政权彰显致使学术权相对弱化、决策权和行政权界限不清影响管理效能、代表性机构的功能缺失不利于校园和谐。高校现行教育体制存在的缺陷，在很大程度上与外部宏观制度环境、文化环境有着密切关联，是内部制衡与外部制度约束共同作用的结果。改革高校教育体制关键是要以十八届三中全会精神为指导，在去行政化上做文章，如利益相关者权力需适当分离且相互制衡、高校需切实保障学术权力和学术自由、政府在高校教育管理中只可起间接调控作用、高校教育管理必须适应社会主义市场经济。The main drawbacks of the current higher education system show in the following aspects： Too much government interference squeezes the education in universities. The internal administrative authority weakens academic rights. The obscure of decision - making and administrative powers effects management efficiency. The loss of function of representative body is not conducive to a harmonious campus. The existing university education system defects are closely related with the external macro institutional environment and cultural environment. It is the result of internal checks and balances and external institutional constraints. The key to reform the higher education is to take the spirit of 18th plenary session as guidance and focus on de - administration. For example, the power of people with interest relation should be separated and reinforce checks and balances. Universities need to effectively protect the academic rights and freedom. Government can only play an indirect role in the regulation of Higher Education Management. Higher Education Management must adapt to the socialist market economy.
