摘　　要：湖南有色金属行业先后对20户省属企业27个项目实施了政策性关闭破产,有效解决了债务等诸多历史遗留问题,同时由于多种原因在经济可持续发展、民生、社会稳定等方面也造成了一些新的问题。建议贯彻"两型"理念,采取科学系统的措施,推动转型发展。Twenty - seven projects which belong to twenty provincial enterprises have been implemented the policy - based closures and bankruptcies in the field of Hunan nonferrous metals, which has effectively solved many problems left over by history such as the problem of debt, However, the implementation of policy - based closures and bankruptcies has also brought some new problems related to sustainable economic development, people＇ s livelihood and social stability because of a variety of reasons. This paper is written to advise us to carry out the idea of ＂resource - economical and environment- friendly society＂ and adopt scientific and systematic measures to propel the develop- ment of transformation.
