摘　　要：经历张尚武地铁卖艺、黄穗"失踪"等一系列公共事件后,优秀运动员退役再就业的政策观念开始引发社会舆论的持续关注、质疑和反思。研究发现体育行政管理体制改革滞后、政策环境变化、文化素养不高是导致优秀运动员退役再就业困难的主要原因。需要根据市场经济政策环境的变化,摒弃"退役安置"的落后观念、重塑运动员职业观、完善运动员社会救助体系,重构以人为本、依法治体、体教结合的竞技体育价值观和政策法规体系。After a series of public events, such as Zhang Shangwu＇ s making a living as a busker in the subway and Huang Sui＇s disappearance, re -employment policies for retired elite athletes have aroused the continuous attention, doubt and reflection of public opinion. Study shows that the difficulties in the reemployment mainly attribute to the lagging structure reform of sports administration, policy changes and not high cultural quality. It is necessary to abandon the conservative idea of＂ ex -service arrangement＂, reshape the profession ideology and improve social assistance system for retired athletes in accordance with the policy changes of market economy to reconstruct the people -oriented competitive sports value and establish a legislative system that governs sports by law and combines sports with education.
