摘 要:在现有退耕还林工程监测评价研究成果和评价体系的基础上,采用频度分析法、理论分析法和专家咨询法,建立了巧家县的退耕还林生态效益评估指标体系,并参照相关价格参数,科学评估了退耕还林工程对促进当地生态效益的贡献程度。研究结果表明:退耕还林工程产生了显著的生态效应,截止2012年巧家县退耕还林水源涵养、土壤保育和固碳制氧等生态效益价值为39.90亿元,单位面积生态效益价值为4.90万元·hm2,接近云南昭通市单位面积森林生态系统服务功能价值5.25万元的水平。经相对支付意愿系数调整后,退耕还林工程生态效益总价值为12.37亿元。研究结果可为干热河谷区退耕还林工程生态效益评估提供参考。Based on the valuation, we suggested research findings and evaluation system of existing reforestation project monitoring and ean assessment system for the ecological benefit value of returning farmland to forest in Qiaojia county by applying the frequency analysis, the layer analysis and expert consultation. And with reference to some related price parameter, accurate analysis and evaluation were made to local forestry project from ecological benefit. The results show that conversion of farmland to forest created significant ecological benefits. At the end of 2012, the ecological benefit value of soil and water conservation, carbon sequestration and oxygen in the forest project of Qiaojia was 3.99 billion Yuan, value of unit area was 49.0 thousand Yuan per hectare. After adjusted by relative paying willing index, the total value of eco - efficiency project for returning farmland to forest was 1. 237 billion Yuan. The results may be a reference for the assessment of ecological benefit value of returning farmland to forest being carried out in the Xerothermic valley.
