浅议东北地区新型城镇化对策

摘　　要：在明确新型城镇化概念基础上,以国家发展改革委东北振兴"十二五"规划为指导,迎接东北地区城镇化新高潮。鉴于东北振兴"十二五"规划提出"十二五"时期东北地区城镇化率将达到60%及生态、民生、社会、经济等六方面振兴目标,东北地区新型城镇化需采取如下对策:政府主导的城镇化要逐步过渡到政府引导、市场主导的城镇化;全面推进城镇化的绿色转型;重视文化引领作用。On ＂Twelfth Five the basis of clearing new urbanization concept, national development and reform commission northeast Year Plan＂ is required as a guide, to meet new upsurge in northeast urbanization. In view of northeast ＂Twelfth Five Year Plan＂ proposed mission in＂Twelfth Five＂ period, northeast urbanization rate will reach 60%, and economic, social, livelihood, ecological, and the revitalization of six goals, etc. Following measures must be taken：government-led urbanization to gradual transition to a market-led, government guidance;to promote urbaniza- tion green transformation comprehensively;to emphasize the role of culture to lead.
