摘　　要：国有企业改革是一项长期而艰苦的工作 ,只能有步骤分阶段地向前推进。实现国有企业改革脱困阶段性目标 ,有一些长期积累的深层次的矛盾和问题仍需亟待解决。这不仅需要企业改制的深化运作 ,而且与整个宏观经济体制改革和经济环境的变化密切相关 ,其中最为关键的是加快财政、金融领域的改革步伐 ,营造与深化国企改革同步运作的宏观环境。The reform of the state-owned enterprises is difficult and time-consuming, and it can only be conducted step by step. It is urgent to solve some profound contradictions and problems left from history in order to achieve the immediate goal to bail out the state-owned enterprises. This calls for a deepened reform of enterprises. On the other hand, it is closely related to the reform of macro economic system and the change of economic environment. The most effective measures are to accelerate the fiscal and financial reform and to create a harmonious macro economic environment for the reform of the state-owned enterprises.
