发达国家或地区创新券制度分析

摘　　要：对创新券的概念、分类、工作流程及核心要素等内容进行了深入探讨,分析了国外较典型的创新券政策实施案例,包括欧洲创新券计划,加拿大亚伯达省创新券计划和新斯科舍省生产力和创新券计划及澳大利亚维多利亚州创新券计划。通过创新券政策的发展历史、申请要求、流程、对申请者及提供方要求等方面进行分析,结合创新券相关理论及各国创新券计划的实践经验,对中国创新券的推行及预期政策提出相关建议。In this paper ,the concept of innovation vouchers ,classification ,workflow ,and content such as core elements of the theory and practice of in -depth discussions .And analysis of the foreign policy of the more typical implementation sce-narios innovation vouchers , Including the European Innovation Voucher Scheme ,Canada Alberta Innovation Voucher Scheme and Nova Scotia ,Productivity and Innovation Voucher Program ,and the Australian state of Victoria Innovation Voucher Scheme .Through the development of policies for innovation vouchers history ,application requirements ,proce-dures ,the applicant and the provider of the analytical requirements ,etc .,combining the theory of innovation vouchers and continents ,to play the role of innovation vouchers reasonable ,in China ,w e should pay attention not only to the service pro-vider＇s needs ,also optimize processes ,strengthen assessment .
