摘　　要：设计高校权力运行监控系统是一项系统、复杂的工程,需要遵循和把握法制与法治相统一的原则、程序与效果相统一的原则以及权力与责任相统一的原则。在此基础上建立高校权力运行监控的风险防范机制、信息传播机制、绩效考核机制、责任追究机制是防止以权谋私、保证权力沿着制度化和法制化轨道运行的根本举措。充分发挥信息网络技术在高校权力运行中的作用,是电子政务时代发展的要求和纪检监察工作方式方法创新的一次尝试。The design of the power system operation monitoring is a systematic and complicated project,the principle of unity of principle, procedure and follow the effect and the unity of legal system and rule of law and grasp the principle of the unity of power and responsibility. Based on the monitoring of the power of the risk prevention mechanism,information communication mechanism,performance evaluation mechanism,accountability mechanism is to prevent the abuse of power,the fundamental measures to guarantee power along the systematization and legalization orbit.Give full play to the role of information network technology in the University in the operation of power,is an attempt to e-government development requirements of the times and the discipline inspection and supervision work method innovation.
