摘 要:高铁的建设和运营已经成为我国经济发展的重要推动力,但高速铁路投资规模巨大,技术标准高,产业规模大,因而,在其建设和运营过程中也存在相应的社会风险、技术风险、经济风险和管理风险。采用浮动票价吸引客流,最大程度利用高铁运力满足社会需求,有助于防范社会风险;加大高铁基础学科研发力度,明确技术主攻方向,提升相关人员技术素质,有利于化解技术风险;实行多元化经营,适当引入社会资本,可以降低经济风险;加强行业培训,完善高速铁路法律法规和各项规章制度,有利于减少管理风险。Although the construction and operation of our country' s high-speed rail have become important driving forces in the economic development,there arise several problems, such as the huge investment scale, the high technical standard, and large industrial scale, which bring about corresponding social risks, technical risks, economic risks and management risks in the construction and operation. This article argues that, first, to prevent social risks, it is rewarding to attract passengers with floating fares to maximize the capacity of high-speed rail; second, to handle the technical risks, it is of benefit to increase the investment and clarify the direction in the fundamental research and development in high-speed rail, and to improve the relevant personnel's technology literacy; third, to reduce the eco- nomic risks, it is advantageous to diversify the mode of management and properly attract the social capital; fourth, to reduce the management risks, it is practical to strengthen industrial training and improve laws and regulations of high speed rail.
