摘 要:统筹城乡经济社会发展为学前教育公共服务体制的建构奠定了政治经济基础,提供了重要的事业发展契机。在清醒认识历史发展机遇的基础上,立足于城乡统筹的学前教育实践,借鉴国外以埃莉诺·奥斯特罗姆为代表的多中心治理理论,积极探索我国城乡统筹、普适均衡的学前教育公共服务体制的理论建构。体制建构的重要方面有强调学前教育公共服务体制的立法保障与基本特征;明确学前教育公共服务体制的供给主体和核心内容;完善学前教育公共服务体制的基层组织建构等。Implementing the overall development strategy of economics and society in urban and rural areas has laid a foundation for the construction of the political economy of the public service system of early childhood education, which has also offered important career development opportunities for early childhood education. Based on the understanding of historical development opportunities and the practice of urban and rural preschool education, and drawing lessons from Elinor Ostrom as the representative of the polycentric theory, we should actively construct the suitable early childhood education public service system integrating urban and rural areas, with universal balanced development in China. The important aspects of this system include the factors as the follows: attaching importance to the legislation and the basic characteristic of public service system of early childhood education, clarifying the main supply and core content of public service system of early childhood education, and perfecting the construction of basic organization of public service system of early childhood education.
