河南省国有中小企业改革思路和方法研究

摘　　要：以党的十五大精神为指导 ,结合河南省各地国有中小企业改革中反映出的问题 ,对有关国有中小企业改革的一些关键问题 ,如“放小”的形式 ,“放小”中政府的作用 ,国有中小企业债务负担和冗员的解决 ,“放小”的改革成本等进行研究并提出建议 。Based on the guidance of CCP's Fifth General Assembly and the current problems in the reform of medium-and-small-size SOEs in Henan province, this paper analyzes some key issues such as the possible privatization of small SOEs, government's role in the privatizing process, the heavy debt and overstaff of SOEs and the related reforming cost. In light of practical investigation and theoretical analysis, this paper also gives some valuable suggestions regarding the reform in medium and small SOEs.
