摘　　要：国有企业负债率越来越高和银行呆帐坏帐越积越多,已经成为影响企业正常运营、制约银行商业化改革、造成货币贬值、导致银行货币危机的重大经济社会问题。关于企业负债率上升和银行呆帐坏帐增多的成因有各种各样的看法,如拨改贷、税负太高、企业积累能力低、摊派重等等。本文拟从体制变迁方面探讨国有企业负债率越来越高和银行呆帐坏帐越积越多的深层次形成原因,并从制度创新的角度提出缓解和解决银企债务问题的思路。More debts enterprises have, more steady and bad accounts banks will have . This situation has become a very serious social and economic problem which influences the normal operation of enterprises, hinders the reform strive of banks and leads to inflation and currency crisis. There are various options on why it is so . This paper is to probe into this problem from the aspect of economic structure reform to find the cause why the state -owned enterprises bear more and more debts and banks suffer more and more steady and bad accounts.
