摘　　要：With the fast development of civil aviation air traffic services in our country, the standard of message contents,formats and data convention has been established to realize the automatic processing of the aviation controling telegram.Considering the frequent change in the telegram format,a method of realizing a telegram decoding programme indepent of the telegram format is proposed.The experimental result proves it a sound way to decipher the telegram.With the fast development of civil aviation air traffic services in our country, the standard of message contents,formats and data convention has been established to realize the automatic processing of the aviation controling telegram.Considering the frequent change in the telegram format,a method of realizing a telegram decoding programme indepent of the telegram format is proposed.The experimental result proves it a sound way to decipher the telegram.
