摘　　要：该文指出了秘书腐败的基本特征仍然是权力的腐败 ,并论述了实现秘书队伍的专业化是治理秘书腐败的首要条件 ;建立有效的监督制衡机制是治理秘书腐败的关键举措。The paper points out that the main characteristic of secretaries' corruption is that of authority, and it expounds that the specialiaztion of secretaries is the first factor of controlling secretaries' corruption; It is the crucial measure to establish an effective supervisory system.
