摘　　要：制度创新包括国家和企业两个方面的诸多内容；技术创新主要表现在要素创新、要素组合方法的创新以及产品创新上，其中人力资源要素的创新最值得重视；组组创新，构建出“过程组织”，即以“过程”作为构件来构造组织。The system innovation involves governments and enterprisee, having substantial content. The technological innovation mainly includes the key factor innovation, the innovation of key factor association, and the product inno- vation, among which the human resource innovation deserves most attention. The organizational innovation demands the construction of 'process organization', i. e. to construct organization by using 'process' as components.
