摘　　要：各种类型的科研项目从本质上说 ,就是求解科学问题的过程。本文以系统分析为基础 ,从求解科学问题出发 ,提出用Π -Σ法分析求解科学问题的过程。特别是在分析了科研项目实施过程中的若干重要关系之后 ,给出了求解科学问题方法论与一般框架。这种方法论对于有效地实施与管理科研项目有重要指导作用 ,有助于知识的生产。In the final analysis, all research programs are to solve R&D problems. Based on the approach of systems analysis, this article starts from solving concrete S&T issues by suggesting a Π-Σ approach. As a result of the analysis of some elements in the process of carrying out research programs, a methodology's framework is presented and methods derived from it are instrumental in effective implementation of various R&D programs.
