摘　　要：在国有企业外部环境基本相同的情况下 ,只有抓住人力资源的开发利用和强化企业内部经营管理这个关键不放 ,才能把企业搞活 ,使企业经济效益不断增长 。On the condition that the external environments of the state owned enterprises are roughly the same, only by grasping the key point, that is, to exploit and utilize the human resource, and to strengthen the internal management of the enterprise, can we activate the enterprise and keep its economic proceeds being on increase, therefore the enterprise will never be defeated in the hard market competition.
