摘　　要：目前我国一些高校中存在着教育经费不足的问题，而电话通讯经费紧张更为突出，为有效地解决这个问题，实行经济承包责任制是一项可行的措施 .论述了承包的形式、承包经费的测算等内容 .Currently,there exists a shortage problem of educational outlay in some colleges and universities of China,but short supply in outlay of telephone communication is a relatively prominent problem.To effectively solve this problem,it is a practicable measure to implement responsibility system of economic contract.In this paper contract form,estimation of funds for contract as well as check and rectifying and management of contract funds are discussed.
