摘　　要：若想稳定我省人才 ,必须转变人才观念 ;必须努力营造有利于人才稳定的舆论和环境氛围 ;必须要出台一些有利于人才稳定的政策、法规 ;必须加速推进我省经济和社会的全面进步。In order to stabilize the qualified persons in our province,we must change the ideas about qualified persons.we should try our best to prepare public opinion advantageous to the stabitilty of qualified persons and create advantageous atmosphere. We must think out some advantageous measures and rules to stabilize qualfied persons. In this way, we can speed up the economic and comprehensive social development of our province.
